Groepsportret van het tweede kabinet Gerbrandy in Londen. Veertien mannen waarvan vijf zittend rondom het hoofd van een tafel en negen mannen staand hierachter, al dan niet in gesprek met elkaar. Van links naar rechts zijn het de ministers Van Angeren, Van Boeijen, Bolkestein, Kerstens, Van den Tempel, minister-president Pieter Gerbrandy, Albarda, Van den Broek, Burger, Michiels van Verduynen, Van Kleffens, Van Lidt de Jeude, Van Mook en Furstner. Op de tafel liggen kranten, papieren, een aktetas, een bril en asbakken. Op ruiten gebracht met een blauwe pen. Boven de tekening staan drie namen aangegeven.
