Spotprent op de beraadslagingen van Napoleon voorafgaande aan de Slag bij Waterloo op 18 juni 1815. Napoleon staande op de kaart van België in overleg met zijn generale staf. Op de achtergrond garde en cavalerie. Linksvoor schrijft de minister van buitenlandse zaken een verslag van de slag. Bovenaan de legenda 1-11, onderaan twee zevenregelige verzen.
