Keizer Napoleon zittend naast een slapende dikke Hollander wiegt de Russische beer in slaap. Verder ook vertegenwoordigers van Zweden, Polen, Denemarken, Oostenrijk en Pruisen. Op de rijzende zon de namen van Spanje en Portugal. Spotprent op de toestand in de Europese politiek in 1809. Onder de plaat een vers in vier kolommen.
